Question regarding the RELIGIOUS attribute

All I'm wondering is why is it that religious civilisations don't fall into anarchy for extended periods? Is everyone so tied up in going to church/temple that they don't have time to revolt?
 
I expect it's supposed to represent consistency of a core aspect of the citizen's lifestyle. After all, it's only the government that's changing, which is nothing when the mundane world is as nought before the divine spirit. Of course, in a religious society, you would then expect a change in religion (such as from polytheistic to monotheistic) to have an anarchy-inducing effect.
