Yes, there is a way, called imagination ;-)
What you can do though, is to plan your city placement by a) using the Alt-X double-ring-city-spot-planning-tool for the future sites and b) also calculating how much overlay it would produce when the cities would grow another ring.
When I plan cities I also calculate how long it would take for the thrid ring to come in place and what I would have to comitt to have it all for one city then. In other words, closer settlements of early cities might pay of immensely until then because of lesser city distance maintenance, lesser unused terrain and res etc.
There are even people who don't care about the secound ring overlapping but i try to avoid it mostly, nevertheless in C2C with realistic culture ON it can take very long to have culture flowing over mountain ranges etc. Later, filler cities are a must (which I avoided for a long time cause I didnt want any more micromanaging but the autofocus city gov has become better)
