Hello, I just finished my 1st game as Napoleon and I had a question. Why is it that every world congress session I would get to propose resolutions? I am not the leader, portugal is, but every session Portugal and I got to enact a resolution each. No one else besides us 2 proposed throughout the entire game.

I think the leader and the person with the highest number of delegates (second highest if leader has the highest?) each get to propose. Someone please correct me if I'm wrong.
I have another question though, if you conqueror a city state, do you still keep its bonus delegates?
