what do you mean exactly by "lock" and "unlock"? Do you mean activate or disable?

He means edit the game.txt so that there is no 'yes' to the 'DO you really want to cheat?" question.

I beleive that's the answer. The game will not crash if one of the options is deleted (or even all of them - you can press escape to get out of the menu)

i think that's it, yeah. i'm playing a game where it's disabled, and i'm making a scenario and i want to disable it.
