I have encountered a bug in Hotseat with quests. Namely, it appears that only the last player in the turn order can receive - and complete - quests. In the attached save, player 1 has held 11 Libraries for countless years, and yet has never received recognition of the Libraries quest for this. Yet player 2, having just completed his 11th Library, receives the reward for the Libraries quest. Also, if you look under the "quests" tab for player 1, there are no quests existing, while for player 2 all of the current quests show under the "quests" tab. This makes me suspect that the bug is due to the fact that quests are issued at the rollover of turns (being the end of player 2's turn in this case), and are only allocated to the player who happens to be rolling over the turn (in this case, player 2). Hopefully this should be quite an easy fix. 
Note that this is a team game, so I'm not certain if the same thing will be the case for non-team games.
