Well, there is a way, but that's in fact cheating. You can build workers or settlers and add those to the stagnant city. Of course, these added civilians will die later of starvation.
1.) City Management: If I conquer a city, and it as 2 unhappy citizens in it (of opposing nationality), can I have three of my own workers join it to turn this into a normal, productive city? Or would this action just cause the 2 foreigners become resisters?
2.) Can I change the default setting so I don't have to manually uncheck the box so I don't get an email everytime someone responds to my post?
1. They'd still be unhappy. To balance this you'd have to place 2 happy citizens, but to get that (by giving them luxuries for instance) you'd make the unhappy citizens content anyway, so your proposed strategy won't really work very well.

some additional info:
Resisters will only be "created" in the same turn you capture a city, their number wouldn't increase by time. But you want to get rid of them by garrisoning such a city (there's an interesting article about resistance quelling, check the link in WillJ's signature - right above this post). Resisters don't work tiles (no production of any kind, no food consumption, no happiness affections), but they do increase culture flip (CF) chances. CF chances are also influenced by citizens of foreign nationality. You may want to get rid of them - by starving population down to "1" (the last foreigner stays and will be assimilated to your nationality sooner or later). So adding own workers/settlers wouldn't be a good idea before you starved the city down to size one.
I'm not entirely sure that's a safe assumption... I've seen numerous posts (granted, I have no way of verifying them) that have stated the exact opposite -- that all features of PTW WILL be included in Conquest.
@WW: Looks like you missed my post. All of the previews/press-releases have said that Conquests will include PTW's features (except for user-created stuff).
I've heard it talked about but has anyone created a program that makes trading easier or that at least lets us see if another civ has a scientific advance w/out going through the diplo channels to see if technology has anything new in it for each civ?
