If you are in a locked alliance, do your allies care if you ruin your rep? Will they still trade with you, regardless of what you do to others?
 
How to set the difficult level on PBEM scenarios?

I thought it was on the 'default difficult level' in the General Tab but it seems not.

You will still get a bad rep with them, AFAIK.
 
If you settle a city on a tile that contains a resource/lux does that city still get that resource or is it lost?
 
If you settle on a resource, that city is automatically connected to the resource, as well as all of your other cities connected to that one.
 
Only strategic and luxury. Altough I think the city tile itself will produce some extra food/sheid/commerce once you get out of Despotism.

You get full benefit from shields and commerce. Not food. City centre is always two food no matter what it is founded on.

Except for Agri civs. Agri civs get 3 food in all cities founded with fresh water in Despotism, and all Agri cities after despotism have 3 food all the time.
 
1. If you have one available SGL, can you generate another one?
2. If you have one available SGL, can you generate an MGL? :)
