No check is made for SGL, so you can have anything and get one. A check is made for MGL's and if you have any leader, you cannot get an MGL.

If the AI has only one city (Capital), what are the rules that determine which squares he will control in his city radius? (Viz. the orange border.)

In the diagram, the AI's capital city, which was donated to him by me before I wiped all his other cities off the map, has 8 culture points. (He will "expand" next turn.)

You can see that he is "encroaching" on city 077 (0 culture) but not 031 (52 culture) or 058 (0 culture). What determines which squares are under my control or his?

Since this is an HOF Histographic #1 spot attempt, I want to keep the number of available squares below the Domination Limit as close as possible to 1. If I'm at 1 say, and suddenly I gain another square around his Capital in the "inter-turn", then a Domination Victory would be triggered. And, since under the "New" Rules of the HOF, a Dom Win cannot be reloaded, my Histo Victory would be, well.......History!! ;)

As far as its expansion goes, I would be happy for the AI to take as many of those tundra squares as it wants! (That's why I put the AI there in the first place) ;)

How do you disable sound? I've tried turning all sounds, music and sound FX off in the preference menu (in Conquests), but the music still kicks in in-game. I've even tried removing all the files from the Conquests "sound" folder.
 
That should do it. Look in the ini and see if music=0, sound and volume. You can also read the preference flag, if you know the settings.

I play with music off and normally it is off, but I have seen a few times that it played. I did not check the ini at that time though.
 
You could just turn your computer's sound off. ;)

But if you go into Preferences and de-select the Music and Sound Effects, it should turn them off.
 
Okay, I went into the .ini and fixed it.

Two more questions: Is there any way to force a resolution change? Any way to play in windowed mode?

No window mode that I am aware of.

KeepRes=1
Can be 0 or 1. If 1, your screen resolution is used for the game instead of the default 1024x768.

Video Mode=1280
Can be 1024, 1152, 1280, 1600, 1792. Changes the game's resolution to the value specified (instead of the default 1024x768).

Refresh=70
Changes the default refresh rate of your monitor. Do not change/add this line unless you are experiencing problems!
 
There is no official windowed mode, but you can fake it.

Your screen resolution must be higher than 1024x768. Then, in your .ini file, put in KeepRes=1 and Video Mode=1024 (Note the space in Video Mode). This will force Civ into a 1024x768 screen in the upper left hand corner of your screen. But you won't be able to move it. You'll have a strip of the desktop along the right side, and on the bottom. So you can get to the task bar, start menu, and any window/icon that is visible along those strips.

But no official windowed mode, like Civ2 had.
 
I don't know if this helps, but you can call up the taskbar by hitting the start kety (the window key between ctrl and alt) on the keyboard. You can then access other programs through the start menus (can't click on the desktop though).

If you need to get something thats on the desktop though, right click the taskbar (after bringing it up of course ;)) and click "Show the Desktop"
 
What does ICS stand for and more importantly what does it mean? I looked in the acronyms section and it says "infinite city sprawl" while in Soren Johnson's article he says it's "Infinite City Sleaze".
 
ICS generally means "Infinate City Sprawl". This is where every other tile you have a city, packing them in as close as possible.
 
Is there any way to toggle off the culture borders? I get tired looking at them, i know you can do it in the editor but can't seem to find how to do it in-game.
 
AFAIK, there is no way to turn off cultural borders.
 
What factors makes workers work faster?

I'm only aware of two:
- Government style
- Techs that double the worker rate.

Is there anything else?

I'm starting a scenario in which 2 government types have the same rate, but the workers complete tasks at different speeds! Any idea why?

Different civ traits?
 
Industrious civilization works 50% faster from the get-go. (Viz. Regular workers have value of 2, industrious 3.) :)
