And it also increases based upon the number of cities you have in your possesion. The more cities, the more it costs to move your palace.

F7 tells you if another civ is building the wonder.
Investigating the city the wonder is being built in (through your embassy or a spy) will tell you how long it will take your rivals to build the wonder.
 
What do I have to do to create and army? I know there are great advantages to having an army and I really would like to build that wonder that makes it possbile to build armies.

Your elite units may upon victory reward you with a military great leader (MGL in CFC lingo). Move your leader to a city and use the option 'create army'. Put three units in your army using the 'load' option when these units are 'hovering' over your army.
 
First off, you need to get a unit (preferably an offensive unit, or at least an offensive attack) to Elite status. Once you've done that, you need to use that unit to attack a (preferably much) weaker unit. Once your Elite unit wins, it has a 1 in 16 chance of creating a Military Great Leader. Just Great Leader, if you're playing 'Vanilla' Civ3 or Play the World. Once you have a (M)GL, put it in one of yoru cities and there will be a 'build army' button. After that unit wins a battle, you can then build the Heroic Epic and Military Academy. However, you do need to have learned Military Tradition by then. Once the Military Academy is built, you can build Armies in the city that has the Military Academy in it.

The trouble then is getting the elite unit away from the AI, before they destoy it. Thats been my problem, in this first game that I am palying. In Civ2 it was much easier to over power the AI where now with the lack of movement within their area makes it harder to get in and out. Do you have any suggestions?
 
A stack of defenders would work well to escort the unit back. And also, don't put your elite in a position to be attacked like that. Try keeping them inside a stack of defenders, or better yet in a city with plenty of defenders.

I'm not sure how many units they're worth. However, the units are scrapped as well.

Army: 400 shields.

Disband for 25% and you get 100 shields from an army.
