The reduced costs include EVERYTHING. So yes, improvements too. Culture is generally not a victory to go for after ~Monarch-Emperor level (though there are exceptions of course ;) ).

The bonus is for everything except research. SCI civ with Sid discount need 0.4*40 = 16 shields to build a Library.
 
i can't seem to get a real victory yet what should i do. I'm always like 15 turns away from making the U.N. or something. [pissed]
 
AFAIK, the AI difficulty level includes *everything*, including research, city growth, and production. Plus trades between the AIs are cheaper. The 4 turn minimum research rate still applies though.

@ aaronpark: Do you mean the games ends because it has gone the full 540 turns first? Try reading some of the articles in the war academy here at civfanatics. You could start a new thread and post one of your save games for players to comment on.
 
I've recently had to reinstall following a format.
Where can I find the small icons for the citiy populations? i.e. custom smilies in different colours for quick viewing of who is unhappy etc.

Some times when when I rush a city's production, I lose some of the gold per turn. As a fictional example: If I rush a Temple, I may have 412 gold per turn, and after I rush it, it is on "only" 402 gold per turn. Do I lose the 10 gold permanently, or is it just for a period? If so, how many turns does it take before it goes back to normal?

It is just for a one-time cost, using lump sum. You can't pay with gold per turn. Remember that temples cost 1 gold per turn to maintain them, so each temple you rush takes away 1 gpt, but when cities grow they get more gpt, so it is for the better in the end.

For example, the UU of the Egyptians is the War Chariot. That means only the Egyptians can build it. UUs will start a Golden Age (GA) when they win a battle against a non-barbarian unit. A golden age places an extra shield and commerce on each tile that produces at least one.
 
The city govoner will reallocate the citizens to all food tiles after you rush an improvement. This may affect the income/turn for that turn only. If you have the Wall Street small wonder, you are receiving interest for any treasury balance up to 1000 gold. If your balance is lower, you may be getting less interest.
 
if i capture the AI city that built the united nations, does that make me automatically elligible for the vote?
 
My guess is Yes......whomever owns the UN is automatically 1 of the 2 Nominees for UN Secretary-General. :)

It is not limited to 2. There can be 3 and possibly four depending on the situation. Who has the most land and who has the most people.
 
I have a question about creating your own scenario. I made a map and saved it as a .biq file, but what folder should it be placed in and how is it accessed? Also, I have heard you can edit the rules and play in debug mode, but I haven't figured any of this out yet. Any help is appreciated.
 
.biq files go in the Scenarios folder for Conquests. Accessed via main menu 'Civ Content'.

You found the editor to make a map, for debug mode, there is a check box under Scenario Properties

There are two(*) ways to rush buildings:
1- Money
2- Population

1 : If you rush with money and have the "Wall street" Small Wonder, it could reduce your money in the treasury, making you receive less interests. It could be!

2: If you rush with population, the population goes downs, so there are less taxes collected from that city, making your income be smaller. It could be!


(*)Oooh, there is a third one:
3-Leaders (SGL and MGL)
But is not relevant for this.
