Is it worth losing the first turn on a start to get a city right next to a mountain for observatory? If playing domination victory?
 
It depends. What difficulty are you playing? If you moved and are beside a river/coast (as well as the mountain) I would say good move. Moving the first settler means you could have 3 different luxury resources in the 3 tile range.
 
Getting a mountain is worth a turn. The only question is if it is worth whatever else you might be losing. Unless you are planning on wiping out the map before Astronomy I don't see why victory type would change whether you want an observatory in capital.

In Single Player; only one turn; yes.; (unless you also lose fresh water or ocean)

Sometimes, it's even worth losing two turns.
 
+%50 to science isn't to be sneezed at. You should always consider moving from your starting location as usually that's not the best spot. How many turns should you take, that depends on if you plan on building the GL/Stonehenge etc... or not.
 
Having a mountain or 2 at back can be a big defensive benefit also, much more important at higher levels.
