Quick Q? Allowing Razing

Hi, all. I'm just trying to edit the options of a save game. I had selected "No Razing", but now that there are so many annoying Barb cities out there, I want to allow it. How do I alter the savegame? I went into the folders, but the save game file (under 'single' in BTS) only has the colourful BTS icon there. When I click to open it, it starts the program and loads the game. I imagine I have to try something with Wordpad?
