Quick question about Imperialistic trait

I've just started a game with Justinian, who has imperialistic--a trait I'm not accustomed to. In games with non-imperialistic leaders, hammers and food seem to count equally toward building a settler. With Justinian, though, hammers are much better than food for bulding settlers.

Can anyone explain this to me?
 
The Imperialistic trait gives a 50% production bonus when building settlers. This bonus only multiplies base hammers; the food surplus -> hammer translation for building a settler is factored in after and so doesn't get a bonus. Thus, as you noticed, hammers wind up counting more when you have this trait.

Examples:

10 base hammers and 6 extra food:
(10 *1.50) + 6 = 15 + 6 = 21 hammers towards a settler

6 base hammers and 10 extra food:
(6 *1.50) + 10 = 9 + 10 = 19 hammers towards a settler
 
2 pop whip the settler after a single turn of production. That is all you need to know.
