Quick Question About Kuri Settlements

Is there any point to improving the land around a Kurioate settlement (not a city) with improvements such as mines and farms if there are not any resources in the squares surrounding a city?

None whatsoever, unless you plan to make a settlement into a city.

If the improvement has a chance to discover a new resource (like mines do), then there is somewhat of a point. It should still be a rather low priority though.

Ah, good point. Still something you should only worry about once the cities are fully improved.
