Is there any point to improving the land around a Kurioate settlement (not a city) with improvements such as mines and farms if there are not any resources in the squares surrounding a city?
If the improvement has a chance to discover a new resource (like mines do), then there is somewhat of a point. It should still be a rather low priority though.
