Quick question for modding

So, I'm trying to find out, with the base game, prior to any mods, how to sort of mess with the Lumbermill. I'm trying to find out where to move it to a different, earlier tech. I'm planning on giving it just a +1 to production at a much earlier time, then giving it a bonus on Replaceable Parts and with a railroad. I've found how to do the other two, but can't figure out the tech part. I'd prefer to do this to the base game via the XML, rather than a mod, as it's a feature I want to always have.
 
First of all all: Hello :)

Now, some time ago I started to mod a bit. Nothing special, I just wanted to add a couple civs and leaderheads to play with some friends. Everything went fine, but then I started getting this XML-Error everytime I load the mod:

There are more siblings than memory allocated for them in
CvXMLLoadUtility::SetVariableListTagPair
Current XML file is: xml\Civilizations/CIV4LeaderHeadInfos.xml

I get this error a couple of times, but when I click trough them all the game runs without any problems and everything I added is loaded and playable too. I hope its just a small problem that can be fixed easily, and someone can tell me how to do it. So if someone knows a solution, please tell me, but keep in mind that I am new to this and might not understand some of the more advanced stuff.:crazyeye:

I checked the entries and found some Slave_Trade modifier (I mostly just copied the leaderhead personalities from other mods) , and after I deleted them everything works fine.
