A comment on Universal Suffrage and the secret ballot, as practised in Ceausescu's Romania in the 70s. Voting was compulsory for all over 21, with the possible exceptions of those in prison, insane, or bedridden. On entering the voting station the voter was handed a sealed and numbered envelope (the number being entered against the voter's name in the register) which contained a pre-printed vote for the only candidate for each post, such candidates having been chosen by the Communist (and only) Party. This envelope had to be deposited, unopened, in the ballot box. Truly a secret ballot: the voter had no idea who they were voting for !
