Does a wonder become obsolete when any player learns the certain tech or does it only become obsolete when its controller learns the tech that makes it obsolete? Thanks

When the owner learns the tech.

Note that it's the turn after the owner learns the tech. If the tech is learned on an interturn, it is obselete the following turn.
