Random Network Activity

So, I'm civving along in windowed mode, and it suddenly gets choppy. Sometimes when this happens, the CPU level is unusually high, but also my network looks like this.

Notice how it goes on and off, and I'm not even doing anything internet-related. WHY??

You should check the router activity at the same time as well. Its possible that w/e the network activity is, its also communicating with the outside world, which is quite bad.
