Ranged units - an alternative

What about removing the restriction on ranged units from firing after moving? I don't see the need for set-up times or these restrictions when turns are a year or frequently more in length. If we allow ranged units to move and then fire, it might make the AI a bit more effective using 1UPT and save some AI programming time.

Apologies to anyone who has suggested this before. I'm posting in a hurry ;)
