Raze City/cheat mode

So i wanted to raze a city city I captured. I pressed ctra+a and it said like I need to go in cheat mode in order to demolish or abandon. Well how do i access cheat mode? I pressed console btton ~ nothing came up , is it the same thing as world builder?

I understand that razing is kinda not fair for the AI but still sometime its needed.

Cheat Mode would be in the CivIV ini config file (My Games -> Beyond the Sword)

; Move along
CheatCode = 0

and change it to

; Move along
CheatCode = chipotle
