Re-spawning AI Players

How does this happen, because I always had it on but it never happens, what is going on?

I've found that civs only ever seem to be respawned if they're eliminated early in the game, because in the later stages of the game there is no free land. It seems the game only re-spawns them if there is actually room for them to found a city/cities.

That is true. I have had them respond in the late 1800's when I was demoloshing cities. Three times, same game, same civ!

IIRC they need an open 4x4 area to spawn.
