I love turn based strategy, but i also like real time strategy games. Why not make civ4 a real time strategy game?
Production in cities could still be set with setting the workers to the special land types, but the speed of the building changes with it if you do. So lets say you put from grassland to forrest, this will speed up the building time fo the unit you are producing and slow down the growth of the city. Changing the production in a city could be an "on hold" function (it helps if you have experience with real time strategy games to understand this).
The units can be just real time combat. You can still put good defense or attack in it, by expirimenting with a unit's armor and attack points. You can also change normal fast units (2 move instead of 1 per turn) in fast moving units for real time and slower moving units in a real time game.
