They can still revolt in 7... because of cities revolting in 6, like there is no tomorrow. I hate that mechanics. This is probably only reason I don’t want to play 6 any more.

The revolt seems like just a result of an specific crisis just as said on one of the streams, that there wasn't a loyalty system in the game but that one crisis would work kinda like it.They can still revolt in 7.
As in comments above, it’s most likely due to Happiness. Oh yeah, the question me and Sagax is having is if the crisis just makes it easier to lose cities, as the revolting system being normal part of the gameplay, or the crisis does both: it adds the revolt system and makes it so it is harder to deal with it. Considering what we know of other crisis and what was said in the stream, I think it is the latter. The crisis adds the revolting feature during the crisis, just like how barbarian one actually spawns barbarians and give you cards to make it harder to deal with.Yes. Here is a screenshot from on the youtube playthroughs that shows us the policy cards during the crisis that affects happiness. We see that one card causes -1 settlement cap, one card causes -6 happiness in settlements you did not found, and one card causes -6 happiness in settlements with unfilled resource slots. So yes, all the cards hurt your happiness in different ways, forcing the player to deal with that.

Which makes me think that revolting system is only active as part and during that crisis.
Keep in mind though, if he then gets another settlement going over the cap, that would mean -5 happinnes per settlement he has. so just having another settlement would give him -65 happiness. Two over the cap and is -10 per settlement, so -140 happiness.Although I am a bit worried that the happiness mechanic is completely broken. Here is Quill18's playthrough, he has 12 settlements out 12 on turn 43 of the exploration age and he has a whopping +123 happiness. I wonder if revolting is ever going to be a serious threat if it is possible to have so much happiness?
If your cities are revolting that’s your fault. You’re supposed to build entertainment complexes in at least some of your cities and not settle them right in front of your opponent’s cities... because of cities revolting in 6, like there is no tomorrow. I can see that, but then happiness isn't just a passive yeild that you just need to keep it positive to not get disadvantages (iirc, revolting aside, negative happiness in a settlement reduces its yields) but actually something you accumulate and then expend on the celebrations. So the amount you get will depend on how balanced are the amount needs for each celebration. Having cities over the cap main trade off isn't getting discontent cities, but instead less celebrations. And celebrations aren't just a temporary bonus, but even an additional card slot for each new celebration you get.Thanks.
