I needed Sparta to finish an Obelisk before Athens finished Stonehenge (I didn't have anything else I wanted to build). Unfortunately, Sparta would take 9 turns to complete the Obelisk, and Athens would finish the Stonehenge in 8 turns.

So I go into Sparta, and rearrange the workers so Sparta would finish in 6 turns. I exit the city, and Sparta still has 9 turns of production left.

I turn off the city governor, rearrange the population, and exit the city. Still 9 turns. Oh, and the governor is back on again--guess he didn't want to be kept out of the loop.

So I go back into the city, and tell the governor to emphasize production. Nada, no change at all.

I'm playing at Noble level (albeit, with a heavily-stack-in-my-favor map :) ), you'd think the game would assume I know what I want.

Is this a bug? Or am I not clicking the right buttons? I looked through the Options screens, and didn't see anything...

There is another strange thing about arranging workers. When I have two cities with some shared tiles, it looks like the game decides itself which tile belongs to which city. I.e. I can't rethrow resources from one city to another like I could in C3C. Neither I see which tiles are used by another city while being in the screen for the 1st one.

These problems might have common roots.
 
Pragmatic - I notice that clicking the city tile itself rearranges the population after altering the governors - try it!

Harkonnen - yes I noticed this too - seems you have to manually look and take off population from the tiles from one city to give them to the other - this is the same as previous civs (I think), it's just not shown graphically. Another one to add to the list.

@Harkonnen: If your cities overlap then the overlapping tiles will be greyed out on one, and available to the other. Simply double click on the greyed out tile in the city screen and that city will be the one allowed to use it. It seems fairly drandom who the tile is given to initially.

I exit the city screen by double-clicking the center tile of the city-radius display. Could that be the problem?
 
It could well be the problem, if it's rearranging the tiles as well as exiting. Try exiting the screen by pressing escape and see if that helps.
 
Double clicking the center tile city screen resets everything to what the govenor wants, use enter to exit the city screen. Using escape to esit the city screen has caused me to have random problems and crashes.

I also managed somehow to press 'end turn' being in the city view (I think it was that red/green button to click with mouse)... It was even more disappointing than pressing it in globe view :)
