Recommended System Requirement = PASS, but still failing at getting good performance

What's wrong and why even at all graphics to low, CIV V still using 25% CPU and is like slow motion when doing anything.

Even doing NOTHING in the game it's constantly using all the 4 core to 25%...

I am playing MMO like Warhammer online with 100people on the screen without too much performance lose and a turn base game doing nothing is crawling my system...
