Recon 1 - Ignores Borders not working? v9.1.17 Beta

Upgraded my Ship of the Line with Recon 1, and it cannot enter another players borders. Playing with InfoAddict as well. (Im pretty sure its v9.1.17 Beta, but cant really remember...)

Thanks for bringing this up, I found and fixed the problem for v9.3.
