Yes, I've seen the AI run through my territory plenty of times with his recon scouts (ignores borders) but every time I click to enemy territory with my recon promoted trireme I'm asked if I'm sure I want to start a war with that AI (i.e. my ignore border promotion is not working?).

Which version are you playing in? The ignores borders capability was removed in v104, so there might be a tooltip mistake somewhere.
Yea sorry just updated to 104 today, although I did find another bug, Ill start a new post
