The U.S. Army has a school on guerrila warfare. I can imagine having a "national wonder" set up where all infantry units get Guerrila 1 (bonus to defend in forest/jungle). I can imagine other sorts of national wonders, allowing people to specialize their armies. (I'm not at home, and don't have my manual with me. Red Cross is a national wonder, right?)
Or would that be too much? Red Cross gives healing, which is a small advantage: it only helps if your stack manages to survive the battle, after all. But giving defense promotions (guerrila and hillsman) would help the unit survive. And giving Combat 1 would neuter most of the benefit of being Aggressive.
The only limiting factors I can think of are: by making them national wonders, you can only build two in a city; and it might be possible to limit what units get the promotions (e.g., being Aggressive only gives Combat 1 to melee and gunpowder units; and having Red Cross only gives the Healing 1 promotion to, I believe, infantry-type units, including Mech Inf).
Has anyone built up the code for these sorts of national wonders? (I've REALLY got to go into the files... Of course, I also want to bring back the Aegis cruiser, the cruise missile, and the radar artillery, so I guess I doubly should start poking around.
