Hi everybody!

I love to build (and conquer) vast empires and therefore the corruption and waste issue is a great problem to me. I hate owning numerous great cities on far continents that has a production and trade of almost zero  .

I have read in this forum, that you can customize the game rules so that buildings like bank, marketplace and so on reduce corruption and waste just like a courthouse and police station. I have also read that you can change the number of optimal cities, which should reduce corruption significantly. I tried to alter the game rules through the map editor but when I do that, the changes only apply to the current scenario.

Is there a way to change the rules so it applies to all games you start and not only a single scenario?

I really hope you guys will help me :p.

Open the civ3 editor and load the civ3mod.bic its in the civ folder.
Click on scenario folder and choose custom rules.
Click on the rules folder and choose edit rules. Voila, you kan edit the rules and when you save the civ3.bic file it will be as the standard rules. So you might want to back up the original first.
In the rule editor there are 2 ways to edit the corruption. The simplest is to open the difficulty folder and there you find a corruption slider.
You can also in the improvements and wonders folder click lower corruption for specific buildings.
Hope it helps. :-)

but that kind of makes the game a lot easier besides courthouses and police stations reduce corruption

Thanks a lot for the help ! It works great (although it has no effect on your saved games, but then again, I didn't expect that).
