How is control of a region defined when checking for UHVs? What parameters are used?

Relating to the scenario where this came up, why can't Arabia declare war on the Moors? How can they control the Maghreb and Spain then?

Control = at least one city, and more than any other civ.

I'm not sure what scenario you're talking about, you can declare war on the Moors as the Arabs.

I believe that you are trying to declare war on them within 10 turns after their spawn, and that is impossible. Wait until 800 and you will be able to.
