Are there currently any Civs that allow you to build/own all of the level 3 religious units at the same time?
I keep having in my mind a religion-themed civ (possibly an offshoot of the Elohim or -- I just thought of this -- even the Grigori!) that encourages all religions to live within it's borders (maybe excepting Ashen Veil) but is very week in other areas, like magic. Perhaps they can't build any arcane units, or only adepts, etc.
Does any civ like this exist? If not, I'd be interested in creating one, but I don't yet know anything about modding for Civ4.
