Religious Communities

I am currently playing Rome in an emperor level game. I choose religious communities as a choice in my religion, and planned to build shrines and temples when housing was needed. In my second city, I got to 11 of 12 housing and had a holy district in place. After adding a shrine I was still at 11 of 12 housing and finally tried adding a temple but was still at 11 of 12. Does Religious Community only effect the capitol city or is it only effective before bath/aqueduct ?

Yes, although now that I think about it, there are 3 people of 11 that have it. No other religion is present.

To get bonuses from a religion in a city, that religion needs to be followed by a majority of the citizens in that city (in your case 6 of 11 citizens following that religion).
