Religions play a very important part of the game. However, the game has little in the way of events that reflect the actual trials and tribulations of developing religions in the real world. As Civ is supposed to be a replaying of history ,the negative aspects of religion should not be ignored in the game. So, I have developed a number of rather interesting events that more accurately some of the difficulties religions have experienced in history. Not all have been testable using World Builder and manual methods but I suggest that these additions would make the game much more interesting.

A fringe quasi-religious group led by a guru-figure in [City] in a secure compound has seized his followers’ money and brainwashed them. No one may leave once they join. Many parents of children taken by him are clamoring for help
1) Dismiss the guru as a “kook” - saying his influence will pass in time. Suffer one Unhappy Face in [City]. (Event may repeat if this option is selected)
2) Help establish “de-programming” clinics for families who try to rescue their children from the guru. Pay 200x Gold in costs. Lose 40x Faith Points.
3) Order an investigation and seize the guru’s assets. Pay 400x Gold for therapy for his victims. Gain one Happy Face in [City] for four turns.
(only AFTER Industrial Era) (MUST have state religion in [Country]

A fringe quasi-religious group led by a guru-figure has decided to end the world by releasing poison gas into the public transportation system in [City] and publicly declaring Armageddon. Panic has seized [City].
1) Dispatch additional emergency services to help the casualties. Let the authorities do their job. [City] suffers four Unhappy Faces for four turns. Lose 100x Faith Points and one population.
2) Order the arrest of all of the guru’s followers. Mount an investigation into where the guru obtained the poison gas, which discovers nothing. [City] suffers one Unhappy Face for one turn. Pay 200x Gold in costs. Lose 40x Faith Points and one population.
3) Arrest and prosecute the guru and his followers. Form a commission to determine how the group and prevent the formation of such groups again. Pay 400x Gold to repair all the damage. Lose one population.
(only AFTER Industrial Era) (MUST have Public Transportation and state religion in [City])

Sect of [Religion] in [City] tries to reintroduce human sacrifice, causing civil disorder and alarm in the religious authorities who ask the government for help.
1) Refuse to get involved in a religious matter. Two people are rumored to have been sacrificed in a secret ritual. [City] suffers two Unhappy Faces and lose 40x Faith Points. Event repeats following turn.
2) Immediately start a criminal investigation to prevent anyone from being killed. The sect is suppressed but lose 100x Faith Points for interfering in religious matters. Pay 40x Gold in costs.
3) Mount a PR campaign with the religious authorities that human sacrifice is based on fear and superstition. Campaign succeeds. Pay 100x Gold for costs.
(only in Ancient/Classical Eras) (MUST have state religion in [City])

Sect of [Religion] in [City] adopts hemp as a sacrament. Religious authorities are upset as the sect is gaining popularity and ask for government help.
1) Refuse to get involved in a religious matter. Suffer one Unhappy Face in City for one turn. 50% chance sect gains in popularity causing event to be repeated next turn.
2) Try to mediate the dispute. Arrange for a compromise that makes neither side happy. Pay 40x Gold in costs and lose 100x Faith Points.
3) Order crackdown on Hemp users as criminals. Pay 100x Gold in costs. Lose 40x Faith Points and lose ALL religions in [City]
(MUST have Hemp in [City]’s radius and state religion in [City])

Heretical sect of [Religion] in [City] is demanding that a Reformation occur. The dispute has spilled over into civil life, resulting in widespread disorder and riots. The local authorities are calling for help.
1) Refuse to become involved in an internal religious matter and demand the religious authorities handle the matter. Suffer two Unhappy Faces in [City]. 50% chance religious authorities botch the matter and event repeats following turn.
2) Donate 100x Gold to help the religious authorities handle the matter. Peace is restored but lose 100x Faith Points for interfering in religious matters.
3) Lend support to the heretics resulting in a Reformation (without expending a Great Prophet). Pay 200x Gold to help finance the reformation.
(MUST have state religion in [City])

A charismatic religious leader of [Religion] has developed a large group of followers who have taken refuge in a compound in [City] because he claims the world is about to end. Religious authorities have disavowed him and the local authorities are asking for help as his group is heavily armed.
1) Order the military to go in and arrest him. The operation turns into a fiasco. The compound goes up in flames and all of the followers and several officers are killed. Lose 200x Faith Points. Suffer one Unhappy Face in all cities in [Country] for two turns.
2) Surround the compound and try wait him out. Most of his followers surrender after a month. Unfortunately, the leader and his most ardent followers refuse to surrender and commit suicide. Lose 40x Faith Points. Pay 200x Gold in costs.
3) Open negotiations to resolve the situation, which succeed. The leader and all of his followers agree to go into treatment. Pay 400x Gold in costs.
(only AFTER Renaissance Era) (MUST have state religion in [City])

A very ambitious religious leader of [Religion] in [City] has established a highly successful fund raising network throughout [Country]. The donations are rolling in. Many complaints have been made that the leader is abusing his power and not using the donations for religious purposes.
1) Dismiss the complaints - If people are stupid enough to give the leader their money, there money that’s not the government’s business. Lose 100x Faith Points.
2) Mount a public investigation into the leader’s and [Religion]’s finances and taxes. [Religion] loses its tax exempt status, angering the leaders of [Religion]. All income from [Religious] buildings stop for ten turns. Lose 140x Faith Points.
3) Quietly arrange for the leader to be discredited and “encourage” [Religion] to reimburse many of the victims of the leader’s financial abuses. Pay 200x Gold to help compensate the victims.
(only AFTER Industrial Era)

The leader of [Religion] who possesses unbridled political ambition has attempted to mount a religious coup in [Country] He has a possible chance of succeeding and your advisors are demanding immediate action.
1) Call out the military and arrest all of [Religion]’s leaders suspected of backing the coup. Dissolve [Religion] and have no religion in [Country]. Suffer four Unhappy Faces for ten turns in all cities in [Country]. Lose all accumulated Faith Points.
2) The populace of [Country] does not support the coup which does not succeed. Suffer one Unhappy Face in all cities for one turn. Arrest and prosecute the leader. Lose 100x Faith Points. Pay 200x Gold for al lthe damages suffered during the attempted coup.
3) The religious coup succeeds! [Country] becomes a Theocracy. Donate 400x Gold to help the transition of power.
(Only BEFORE Industrial Era) (MUST not be a Theocracy and have state religion)

An horrendous national scandal of widespread sexual abuse of choir boys by the priests of [Religion] occurring over decades has been exposed. The victims are clamoring for justice and the church is being swamped with law suits.
1) The leaders of [Religion] claim all of the allegations are false and a giant conspiracy by atheists to deny God. Lose 200x faith Points. 50% chance [Religion] is rejected by [Country] and a random religion present in [Country] is adopted.
2) Stop [Religion]’s leaders attempt to legislate immunity from the law suits for the priests and the church. Lose 100x Faith Points. 33% chance [Religion]’s followers demand a change in [Religion]’s practices and a Reformation occurs (without expending a Great Prophet) and pay 200x Gold to help maintain order during the transition. Lawsuits proceed in courts.
3) Criminally prosecute the priests who engaged in the abuse and allow lawsuit to continue. 33% chance [Religion] goes bankrupt and a Reformation occurs (without expending a Great Prophet). Pay 200x Gold in costs and lose 100x Faith Points.
(only AFTER Industrial Era) (MUST be state religion)

A famous television preacher of [Religion] in [City] who has focused on “family values” has been exposed as a sexual predator. [Religion]’s leaders are shocked. There are many calls for the preacher to be to be defrocked.
1) Do nothing - refuse to become involved in an internal religious matter. The preacher is forced to resign after ten turns of one Unhappy Face in [City]. Lose 100x Faith Points.
2) Secretly encourage the leaders of [Religion] to force the preacher to “retire”. Pay 100x Gold to facilitate the “retirement”.
3) Order an investigation which discovers many victims. Prosecute the preacher. Apy 200x Gold in costs.
(only AFTER Mass Media) (MUST be state religion in [City])

A group of wealthy religious patrons in [City] decide to expand the state religion into other countries. The state religion is spread to four cities in another country with a Temple being built in each city (even if that country does not allow the spread of other religions). Gain 100x Faith Points and a Religious Specialist in [City]. (MUST have state religion in [City])

A group of dissident worshipers who are not members of the state religion use their own funds to build a Temple to their religion in [City]. (MUST have state religion in [City])

A religious hermit living in a cave on a mountain near [City] has gained a huge following for his piety and advice. Gain one Faith Point each turn in [City]. (MUST have Mountain tile in [City]’s radius and state religion in [City])

A young girl and her younger brother and sister in [City] have a series of visions predicting world wide disaster unless the people of the world come together and stop fighting. World wide response has been incredible and donations allow the church leaders to build a Shrine in [City] without cost. Gain 100x Faith Points. (MUST have state religion in [City])

An illiterate impoverished monk of [Religion] from [City] has mounted a pilgrimage to the Holy City in [Country] to rebuke the religion for falling into evil ways and losing its way. The monk is successful, astounding the [Religion]’s world. Reformation occurs (without expending a Great Prophet). Gain 100x Faith Points and a Monastery in four foreign cities with [Religion] without cost. (MUST have Monastery and state religion in [City] and Holy City in [Country]

A pious monk of [Religion] widely loved throughout [Country] and the world has immolated himself in the Holy City to protest the ongoing war. The monk’s protest is widely hailed as an act of faith and peace is declared. Gain 100x Faith Points. (MUST be at war and have state religion and Holy City in [Country]).

Thanks for the response. Feel free to use any and all of my suggestions I am making here. I have been playing Civ4 for many years and over the decades (have played it since Civ1) I have created a somewhat comprehensive proposed set of mods for the game (which I never published) but offered a few suggestions on other websites for other mods - some were accepted and some were not. I do not have my own mod as although I have a computer degree I do not know C++. I am making a comprehensive presentation here because I think that Xith's mod is one of the better ones (even if I strongly disagree with a few of his historical assessments - LOL!). I have several more modifications (some rather fundamental) to come but I am totally disabled/elderly and do not have much time left. I am hoping to get them (or at least a comprehensive summation of them) onto the forum in the next few weeks for the serious historical players. Just ignore any posters who are more interested in sarcasm, etc. You are welcome to use all in the interests of making a more interesting and a more historically accurate game.

Just after posting I realised that you are not the author the mod.
I really like your ideas but I am not very comfortable with events. I find them very confusing and tedious to work with :undecide:
But maybe when I will have a lot of time :)
 
Not a problem. Still, feel free to use them. I recently started working with a C++ programmer who is very interested in Civ4 and is programing my proposed events into discrete algorythms to be easily loaded into games by individual players. I will let you know if we can timely get them written.
 
As I do not know C++ (but am learning), I am preparing the flow charts (and historically accurate paradigms with the assistance of former university colleagues - as you may have noticed, almost all of my proposed events are based on actual historical events (or legends)) and he is working with the actual languages which are needed (including xml, etc.) We have found that a few modders/posters are quite sarcastic/arrogant/etc and more interested in exercising their own ego and are not very interested in engaging in public service for the good/improvement of the game. We do NOT share that attitude and view the purpose of this forum is to improve the game. In some aspects, we have found that the game does not always follow generally accepted programming protocol (LOL!!!). So, our goal is to create discrete algorythms (with installation protocols) that can be easily installed/used by individual players. The primary obstacle at this point is time.
 
Yes. Thanks. But my skills are not up to snuff at this point. And others have advised me that there are some serious problems (especially with the AI) implememting such changes requiring much testing/etc. One of the reasons I recently sought out the C++ programmer to help implement my ideas. If you are interested in helping/participating, we are very interested in collaboration. Feel free to contact me by direct discussion if you prefer.
 
Oh, when you are tinkering with XML files (but ONLY XML files) than the AI understands it 99.9% of the time. It's very easy to add new buildings, units, techs, etc to the game. And the AI will use them! :)
Of course balancing is a different thing. For example if you want to create something very special than the AI may easily undervalu (or sometimes overvalue) it.
