It's quite widely established that that policy Religious tolerance isn't really that good (Most of Piety isn't but that's aside the point)

How about that Religious Tolerance instead gave you the ability to pick another pantheon that had already been picked by another civ you've met? Sure, an extra pantheon you can choose might seem strong, but you are still limited to what the other ones have picked.

Religious tolerance is overall a fairly modern concept. About the only time a religion is officially tolerant of other religions is when that religion is pointedly in the minority and doesn't want to start any feuds where its members are outnumbered. Even within pantheons, there were often some feuding as whatever the current ruler's favorite is was essentially made the State religion. (See the Egyptian pantheon for an example.) The Romans were sort of tolerant of other religions, but only after foreign pantheons were inducted by being Romanized. (For example, the induction of the entire Greek pantheon by giving the deities Latin names.) Even Judaism, which most people see as being essential non-violent was itself VERY intolerant of other religions within Judea before the Romans took over. (Being subjected to the Diaspora made Jews much less overbearing and more circumspect.)

It really wasn't until the establishment of the USA and its requirement of a separation between Church and State -- no State Religion allowed -- that religions became sincerely tolerant of those that followed other faiths. (Even if everyone knew that all those other non-believers were going to burn in Hell.)

I was talking about the Social Policy in the game, not the real life thing.

In my mod, I opted to move the effect of the Religious Tolerance policy to a new wonder - the Pantheon. This way it is not obligatory if you're pursuing Piety. It just practically and thematically doesn't fit with the tree.

In my opinion, the policy should be remodeled to grant a bonus pantheon.

To keep the pantheon options from being snagged excessively, this pantheon wouldn't follow the normal "one-of" rules.

(Meaning you could pick one that had been picked already, and others could pick the pantheon you chose for the bonus.)

In that form, it would represent a religion picking up and accepting new beliefs.

^That's what I was going with in my first post.
