Remove Tile Improvements

How do you or can you remove tile improvements? Or do you just remove them with the improvement you want Because I can not figure it out. I am trying to convert one of my city to a different production.

For non road/rail:
Replace with another improvement; that removes the old one the first turn.

If not actually interested in replacing the improvement you can stop the worker before the new improvement finishes.

For road/rail: Remove road/rail.
