While trying to finish up GOTM62 last night, I had an experience I have never before seen or heard about.
I loaded my last save; year 1685. All units had already been moved and the game was waiting for me to hit return to go to the next turn. I went through all my cities and did partial rush buying as I usually do at the end of my turns. Then I hit return.
There was no AI movement or activity that I could see despite two of them having troops next to my cities. Nor was there the usual time delay associated with the AI making its move. I was immediately given the prompts about my cities producing this and that. I went through all of that and when I was done the year was still 1685!!!!!
Furthermore, only the units that were made fresh that turn got any movement. All my other units acted as if they have already moved. Engineers did not do any work either. My battleship, however, got a single (that is 1 tile) move. Was it because of healing??!!
I did another round of my cities for rush buying and ended the turn. The next turn was normal.
I did not have the original save anymore. After I did my first round of rush buying I saved the new 1685 on top of the old one. I did go back to this new 1685 which was still before the repeated 1685 and tried to recreate this repeated turn but I gave up after 4 tries were all normal.
