I am looking to enhance the civ/flag part on the inteface.

Is it possible to replace the primitive looking banner thing
on the interface with an image panel showing the flag?

I assume you want to replace the flag on the lower right corner of the screen? What do you mean by "Image panel showing the flag?"--do you mean a true-life picture of the current flag?
