[RESOLVED - NOT BUG] Missing sugar?

So, I've used a Great Artist's Cultural Bomb to get access to Sugar and Oil ressources.

I've built improvements on them, get the 4 oil ressources but didn't get the sugar.

How come?

It says you have sugar, I dunno what you mean. Did you expect the +5 happiness to go up to +10? That would be overpowered. Extra luxury resources are just for trading to get ones you don't have.
