Resource Maximums

What is the maximum amount of each resource (food, gold, shields) that can be had in a city without changing the amount given by land type, resources, improvements, wonders, ect? I would like to know maximums for each resource individually (with and without being a civ that gets bonuses of the resource) as well as the max of all 3 in one city (again with and without civ bonuses). If possibe, screenshots would be nice. Please let me know if I am not clear and I will revise my question.
 
Are you asking if there are built-in limits or are you looking for the hypothetical bonus-on-every-tile answer?
 
There are 20 non-city squares in a radius. If you are allowing all the squares to be bonus then it's easy. Floodplains with wheat would give the most food (7 fully improved), gold hills would give the most commerce (5 fully improved) and coal hills would give you the most shields (6 fully improved). Add in Golden Age, Rivers, Rep/Demo, Iron Works, Mobilization, improvements and wonders as much as you like.
