Resource Popping

Is there any way to turn off resource popping using the Civ editor for vanilla? I want to place resources on the map at the start of the game and not have them disappear/reappear in other places. Thanks.

If you're talking about a custom map, set all the resources where you want them in the editor, then go to the natural resources page and set all the appearance and disappearance ratios to 0.
