Resources across water

Hi,

Im playing a game at the moment where i have access to Hourses but they are on an island 1 tile off the mainland. How can i get access to the Horses? I have developed the tile but its not available in any of my cites?

Probably need it to be roaded to a city or build a city on it. If it is a very small island too close to an existing city this may be impossible and therefore you have no access possible to it.

If you are playing BTS, not vanilla Civ4, you may build a Fort on the tile in question. Fort acts as city for purpose of access to the resources.
