Oil always appears in the ocean for me. I am lucky to find one deposit on the whole map I can actually use. There are, however; tons of oil in the ocean. Is there anyway to actually use these resources and why do they all show in the ocean? It's frustrating to get to an advanced stage of the game and to find out there is no usuable oil on the map.

This is a mod pack problem. Assuming you d/l the "pre-patch" mod pack, you will now have oil on both plains *and* coastal squares. However, since there is a much larger number of coastal squares than plains, the odds of all your oil being on the coasts (and unaccessible) are very good. Worst of all, the location of resources is predetermined when you start the game, so you cannot change it now. You can, however, edit your .bik file so that no units require oil, thus allowing your game to continue. I recommend fixing your oil availablty before your next game.

I'm sorry, you said you have oil in the ocean? Meaning you see the little oil drop/puddle Icon in the ocean? I've never seen that before. On the other hand I see oil so rarely period (except of course inside the borders of the biggest AI civ) that I may have just ignored it in the ocean.

this reminds me of a thought I had awhile back....why doesn't oil show up on the ocean? (under normal circumstances)

a large portion of the world's oil/gas reserves are under the ocean. wouldn't it be neat if you could 'develop' offshore oil rigs?

Civ3 and the other Civs are waaaay too land oriented. Everything happens on land, the ocean is just a quick transport. It can be where the action takes place actually!

I was producing an off shore platform , but had to change production, what is that for? not an oil rig?

I'm actually experiencing the same problem about the oil-being-only-on-ocean bug. After checking this thread I asked my friend to tell me his oil appreance ratio, which is different from mine, as he didn't download a mod patch. It was 120 according to him, so I changed mine, down from a 140 ratio.

Now, I gotta start another game to see if it'll work...
