Does anyone know where i can get a program that changes the resources so that they never disappear/be depleted.

If you set the dissapearence ratio in the editor to 0 they will never disapear. You can do that by opening up the editor, opening up civ3mod.bic, select edit rules from the rules menu, going to the resources tab, for each reasource in the drop-down menu set the dissappearence prob to 0.
Make sure you back up civ3mod.bic first.
