Restrictions on theater square tile?

In my game, somehow there are couple tiles (not far from city center) that are not allowed to have Theater Square on, but without problem if I try to put other types of districts on them.

They are just normal looking grassland tiles by the river, with no resources on, within city boundary.

So are there any "hidden" rules that don't allow Theater Square on certain tiles but are ok with other types?

ummm are you playing as Greece? The Acropolis doesnt follow the usual rules for district placement. that might be ur problem.

I need to clarify.

There is a tile which is only 2 away from the city center, but is NOT within the territory yet. If I choose entertainment or encampment, I can purchase that tile. But if I choose industrial zone, campus, commercial, or theater, it doesn't allow me to purchase that tile.

Also, choosing different districts would show me different sets of tiles that can be purchased.

So how does it determine which set of tiles can be purchased for each district?

I find that if the tile offers NO bonuses the AI does not suggest to buy the tile. Try buying the tile first then see if you can place the theater there

I have the same problem with theater squares. Just buy the tile normally and then place the district there, it should work.
