Revolt

Japan is in revolt because it has Order instead of Freedom. I notice that there are three powerful barbarian units (knights) that have shown up and are causing havoc in his city (and bleeds over to my city on his border). I assume these are the result of the revolt. Are these three new spawn units or did some of his existing units become barbarians?

A couple of his city have switched to me. Anyway to tell which city could be next or influence which city is next to switch.
