Yup. Search for the FiRE Mod for FfH. However, last time I saw it, it spawns "Sabathiel II" or "Rohanna IX" instead of a minor leader. Its for an older verison of Civ4, not sure if its been patched up though...
If I remember correctly, the guy who was working on it joined the FF team, and was working on adding it to FF, but there hasn't been any word about it sense.
