Rightfully wishes to join X

Hi Guys - I'm not sure if this is a bug, or me not understanding the colony system, can anyone help?

Whenever I found a city - the city immediately (and according to the computer - rightfully) demands to join the nearest Civ, whether or not that civ is known to me. I have enclosed a sample save game in which it happened to me.

You simply need to found a city, and they want to switch, and also they keep asking me all through the game.

Is this correctly part of the game, or is this the Liberation/Colony feature malfuntioning?

When I attempt to grant independance, rather than always being given the option to allow independence, cities I have founded are only listed as free to be liberated to rival civilizations.

I can't be certain - but I don't think I had this issue before I intalled the latest BTS patch.

I will try and post a save later - but please can someone offer advice?

That they want to join another civ is understandable, that it is "rightful" perhaps less so.

But the real bug here is that there's no "no, and never ask me again" option.

What was on that developer's mind when he designed this incredibly annoying feature?!?

Thats my sentiments exactly.

I was in the middle of a war with the Khmer, and I had a city asking to join them.

Hmmm. Whats the answer? Our survey said...

Thanks - at least I know it's not a bug.
