Rights of Passage in Multiplayer Game

How come there is not option to have rights of passage for multiplayer games.

There have been situations when I wanted another human player to utilize the railroads to expediate traveling.

The only way that I have figured out to create a rights a passage option is when I set up a Military Alliance with the human player.

I can sign Right of passage in my multiplayer games.

Me and my friend were playing as Allies for a while and it took us a long-ass time to figure this one out.

Yes you need an embassy, which requires writing to make.

writing allows;

-trading of contacts
-military alliances
-right of passage

Why you would want a RoP in mp games I have no idea.

I would just use it against you

Besides that, I use it in co-op games against the AI.
