Rise of Mankind Won't Load

When I load the mod in Civ 4 BTS, it restarts the game, and says it's loaded, but nothing changes. Same old menu, same old tech, same old everything. Thanks for help.

Which recommends if you are installing new "mods", you install Civ 4 into C:\GAMES\CIV4 due to security issues with the default folder.
